Joomla is a good content management system.
It takes a long time to manually upload all the files, maybe an hour! It also takes a bit of time to customize the templates etc., but once its up and running its easy to use.

There are a lot of modules that I could easily install to get the site like I needed it, but it definitely took a bit of time. For this site, I added a forum, SEO, and voting modules. They all work well together.
